Not expecting any new concessions to middleclass taxpayers in the budget...hope they give some concessions to industries to kickstart the growth .They are still not kickstarting construction and housing sector..which gives boost to every economy.

Im only happy that no one is claiming the economy is growing at 8%.
Small scale manufacturing in India seems almost dying.
They are just kicking the economy down the road.
 
There are plenty of beautiful places in Uttarakhand bhai. Many of them are not known to visitors. The best way to explore the place is in your personal vehicle and on foot(trekking). If you have 2-3 months, you can see some of the most scenic places of our country.
Ramgarh, Kausani and Binsar in the Kumaon region are handsdown the best places in visited in India and I've visited a lot of them :)

What we can expect when govt didn't allowed BSNL 4G spectrum?

I guess selling India's biggest fibre network and tower business is on cards now.

Yes you can visit places like Nainital, Almora, Kausani,Rishikesh, Mussoorie etc on the rainy season. These are commercial/Tourists places. So, you are likely to see what you will usually see in tourist places. PEOPLE.
If you head up north in to the mountains where there are not so many people then I suggest you leave it for Summer season.

The valley of flowers in the Nanda devi Biosphere region is best seen in the monsoons.
