NRI (Europe) - Open New trading account

Can an NRI (based in Europe, not in UK) open a trading account for trading in India ?

I have contacted ICICI direct, HDFC securities and Kotak Securities.

ICICI - they cannot open trading accounts for NRIs based in europe citing some legal, regulatory reasons.

HDFC, Kotak - they say they can

I wonder how come HDFC and Kotak can process application despite being subjected to similar law/regulations as that governing ICICI.... is it something I should be careful about or something ICICI itself missing on their part.
