No perma Bulls or Bears.
Bulls that have sold puts can close those position and turn bears.

When OI of calls increases, its the Bears writing them.
Initially, those Short on Futures will buy and hedge with calls, contributing to increase in OI.

When markets fall sharply, all go for cover and the bears tend to profit.
You'll see Calls demand drop and the remaining bulls holding puts sweating.
