Lockdown is only for the non-cooperating beings. When the simple method of using a triple-layer cloth mask, 6 feet social distancing, Hand and face sanitisation with soap and water for 20-30 seconds, lockdown is not required.
However, when the beings behave like animals, then they need to be a lockdown .. or better still beating with stick on the day of lockdown for people who are roaming around.

homo-sapiens are animals, but the civilized ones. even if there could be the basic instincts of evolution, to break the norms/laws, they are humans, compassionate at the core... but i must agree not everyone are so, if there are angels, there should be the other type also, which definitely need the stick as you said.
