Rationale for Differential voting powers.

In AP ,JaiPrakash Narain, an IAS officer resigned from govt.service to start a political Party.
When National Parties demanding few crores for seat, he advertised in media
for candidates.But there were few takers.He won a lone seat.In Delhi,same situation exists.
However conditions are different.

Now examine the condition, why Nationalist party are demanding few crores for a seat and
why people are not identifying with a party with good credentials.MONEY.These so called
nationalist parties spend amounts exceeding the prescribed limited by EC.(hence demanding more money).
Whereas small parties spend amounts far less than prescribed by EC.

Often we heard statements by lower strata people like "We are not coming to work
tomorrow as our votes are registered at our village and we have taken money from
this party already."

These people do not know the worth of voting power.The only solution is to dilute
the effect (not to eliminate totally).
