A formal invitation for Singh to attend the special meeting of the GST Council in Parliament House was delivered by finance minister Arun Jaitley. The government's outreach to Singh is part of its efforts to maintain consensus on the tax reform that has required long negotiations at the political level.

Despite its majority in Lok Sabha, the government took close to three years to seal the deal with Congress and other opposition parties. The consensus building over GST is in contrast with demonetisation that was as much a political move as an economic decision where the government argued that secrecy was key to its success.

The government seems ready to put aside Singh's sharp criticism of demonetisation as "organised loot and legalised plunder" and which would cost the economy around 2% in growth.

Attempting a smoother implementation of GST — politically also — the government is now eager to get the opposition on board and this time, seek the former PM's support for the government's decision, which it has pitched as a game changer.

However, a section of the opposition is pushing to corner the government over GST rollout and has suggested that they should keep away from the special session. Sources in opposition parties indicated that intense lobbying was underway to attack the government on the alleged "hurried" implementation of the new tax regime, even if it is only a symbolic protest.

A meeting of the opposition is scheduled on the morning of June 28, when presidential candidate Meira Kumar files her nomination papers at 11 am. In addition to making a show of solidarity for Kumar, leaders of Congress, Left, NCP, Samajwadi Party and RJD among others are expected to confer on whether to attend the special session.

When asked about Congress attending the midnight session, AICC spokesman Randeep Surjewala said, "The way GST is causing problems and pain to the common man, unorganised sector and traders, Congress will soon hold a press conference and issue a statement to inform the country about it."
