Does time value increase anytime?

I have not checked, but at least for Banknifty, it should have gone up on 25-10-2017, as most bank stocks had a gap up open, while registering 20-50% higher close. Or will it be considered as a closed event - which happened due to a sudden announcement of 2.11 lakh crores of capital infusion by the govt?
