I would expect 3G would be a very significant expenditure and so it would not do much to revitalise the price in the short term. There may be some speculation leading up to the auctions but if they are spending money then that is money out of the kitty and not something which drives the stock price.
Longer term, if they make good use of 3G then the price and company should be good for a medium to longer term.
