Actively traded stocks has good liquidity and movement (probably a trend). Its just a way to pick stocks for day trading during market hours. If you do your home work, then your pick would be different and need not be among actively traded category. Different people pick stocks based on their trading strategy.

It is good to discuss how to pick a stock.

Though there is no hard and fast rule regarding entry timings, you have to wait to get some market information according to your time frame. What is your time frame on charts?
