What are market operators?

do they exist in every stock? Do they have the power to inflate or deflate the prices? if yes, how do they do that?

Yes market operators exist. They exist for most stocks, if not all. They provide liquidity. If there wasn't somebody to buy or sell your orders from you at any time at market price, how would price move? Their operation is legal.
