Condition 4 is not present for combo countdown bar 1 as that is the first combo bar (with no previous combo bar in that countdown)

The requirements we both listed are same though.

As per Perl, we have his combo-CD1 on Setup bar 1.

For any setup, setup bar 1 can be combo bar 1 if all 3 conditions are met (enumerated above), 4th condition compares current combo bar with previous combo bar (of same setup).
As there is no combo bar previous to combo bar 1 for comparison. So 4th condition is absent for labelling combo bar 1.
