copied from tomshardware see if it helps
Code:
Spybot Search&Destroy. This one is absolutely great. Not only does it remove many harmful types of software from your PC, it can also immunize browsers like IE and Firefox to known malware and malicious sites.

Super-Antispyware. The name sounds cheesy, but the results are great. This will also find and remove many viruses if you don't have good antivirus software on your box.

Malwarebyte's Anti-Malware. A third tool in the arsenal, because even the previous two tools don't always catch everything. It can be found here:

Lastly, if you are fairly tech savvy, you can get an in-depth report on what's running on your machine to help manually identify any potential issues using HiJack This. It's good, but takes some patience and knowledge to utilize.

Two simple solutions:

Simple solution one if it not stops: First check with your Malwarebytes and "Spyboot" and Antyspyware tools and if it still not works, use the "System restore" tool. Any one who uses his OS daily for work must have made "Restore points" in the past for any event which may destroyed part of the OS or for any infection. After the restore, update what ever is needed and make now again a new restore point. In case you still use Windows XP with an older IE, there is no help for you, as this system is out of question.

Simple solution two: An other solution is to remove Chrom and IE and all its component by using: Revo uninstaller. After that you clean up your registry from chrom and IE with CCleaner and Wise registery cleaner. Now you run bleach it. Finally you install again Chrom and IE and see what happen. If it still not work, the solution is given in the first part of the post.

tried Spybot and malwarebyte :D but windows restarts itself  anyway i will try it with safe mode tomorrow
Maybe your start page has been hijacked. Which OS ? Which version of IE ??

Of course, safe mode is a good detection method.

Some other things you can try :

1) Disconnect the internet and then start the IE. This will immediately tell you if some hidden URL is being accessed.

2) Check "Internet Options" for start page options.

3) Open IE in "InPrivate Browsing".

Keep us updated about this issue. Seeing it after a long long time. It used to happen with some porno sites or virus. Nowadays the IE seems wise to this.

I just checked your link. Last post there was made 14.Sept.2013. Here some updates:

- Java now is Java JRE 7u51.

- Before installing any new programs like the mentioned one "Tweaking.com - Windows Repair 1.9.16"
http://www.bleepingcomputer.com/download/windows-repair-all-in-one-portable/ , you better first try this:

Open Command Prompt under Search as admin

Type: sfc/scannow

and the system will be checked for deleted Windows files and they should even be restored. Had to do that yesterday and it worked absolutely fine. Much better to do this first, as all new installed programs will bring in some unknown files in our OS.

- An other point I forget to mention before: Before even installing any anti virus or malewarebytes programs, we must be in possess of any tool with which we know we can remove those programs for sure, as some of those programs are very hard to remove in case we do not have a restore point or a back up of our healthy OS. Your link showed an other useful link which provides some of such programs: http://www.bleepingcomputer.com/forums/t/171335/spyware-and-malware-removal-guides-index/

Very useful and worth to keep safe, so we can use it when ever needed. Take care / DanPickUp :)
