Minimum brokerage charged by the brokers?

Angel broking claimed to me that a minimum brokerage of rs.30 will be charged on every trade i do. They said that it is a rule set by SEBI in June 2010. Is such a rule in force from SEBI? If yes can anyone please post a link to such a notification from SEBI?
