Many times the ICICIDirect site allows you to login but you encounter a message such as "...site is unavailable due to some technical reason. Please contact site admin...".
In short you can login but cannot do anything.
My suggestion to SEBI is that online brokers should:
1. notify unavailability on the home page itself
2. make available statistics as to when their site was down/really slow.
This would help investors take a call on choosing online brokers instead of going by random opinions.
