Guidelines to internet users on fake training websites

Dear Sir,

Recently I got an email from a site known as www.markets.com which claims to be registered with Cyprus Securities and Exchange Commission. It offers training and video tutorials. It states that by undergoing their training, one can become an expert in forex and commodities training. A dummy account is opened to train you and you are asked to deposit Rs. 6000 to start trading on your own later. I have my own doubts regarding the legality of this site. Could anyone guide me?
