No clarity yet whether Rs 2.5 L is the aggregate amount of premium paid on all the ULIPS in a financial year....or it is on per policy basis..

These were top yeilding debt mutual funds.Investors money is held up for last 7-8 months though the funds have become cash surplus .This is because of litigation. Now with Supreme Court order, 50-55 % will be released immediately...and balance as and when the underlying securities mature...definately a welcome decision...

But that should apply nationally, why the prices lower in Chennai and highest in Surat ?

Chennai is the smuggling capital & also wholesales gold smuggled in to kerala.
Maximum demand for bars/jewellery is always in Mumbai/surat/delhi where the price is always higher than chennai. tamilnadu population does not have the money to buy & hoard. so chennai always at discount to the screen price (mostly lowest in india) .
"People" do carry with "high risk" & sell at higher price in kokata/delhi /surat by train.
