I think he is hoping for a virtuous cycle... easy money - more spending - more demand - more supply - more capacity expansion - more jobs - more money - and so on... unko kya pata ki instead, sab Happiest minds mein paisa laga rahe hai... ;)

Railway privatisation a win-win situation, says Niti Aayog CEO Amitabh Kant
“It is like when private banks were set up in India. So many private players started participating in the banking sector. But that didn’t lead SBI to shut,” Kant said on the privatisation of the railways.

Looks like Mr. Kant is not familiar with the realities of bus and air travel. Comparison with Banks is comparing apples and oranges.

they did this earlier as well. when (pre covid) economy was down, govt minister said there is so many people going to Movie hall and flying in domestic flights. Ironically both sectors are now dead.

edit: it was Ravi Shankar Prasad - from news article - "The minister pointed that the three movies, released on Gandhi Jayanti, Joker, War and Sye Raa Narasimha Reddy collectively made Rs 120 crore on a single day. He said this showcased the “soundness” of Indian economy. "
