I wonder how they would gather electricity bill details. In our area, almost all consumers have their spelling mis-spelt, pin code updated in the system is wrong, address incorrect. Approached them several times, given several requests to rectify the details, nothing happened. They always say "come next week/month" etc etc.
Yeah, my thoughts exactly. They will need to synchronize property records + electricity bill records + PAN/Aadhar etc.

Property records are a mess anyway. Electricity connections are often given without proper title clearance.

People may now opt for more than one electricity meter in one home.

Also, there will be a clash of jurisdiction - state/central/local etc.

4% cess is like surcharge, which is like tax upon tax. So a flat 4% needs to be paid on the tax amount.
Why would ppl give tax on tax .. doesn't it sounds irrational...yeh to doogna lagaan ho gaya ...

It is certainly irrational. But unfortunately this is how our govt works. And this surcharge has been in place for decades. Earlier it was 3% which was revised to 4% few years ago.

In pre-GST times, we paid 14% sales tax + 0.5% this surcharge + 0.5% that cess + 0.5% that cess, totalling to 15.5%. Things have become much more streamlined after GST and multiple taxes have been put an end to. Now we simply pay 18% and that's it.

Maybe in future budgets we will see some surcharge/cess on this too :(

Whatever it is, but ultimately it is an increase of 3%.
Conclusion: whatever happens, the tax burden on aam admi will go north.
