IF, big if, govt is coming this scheme, they will be biggest fool! The whole idea of keeping gold is so as not to tell your wealth to authorities... If govt knows what you have, they could confiscate it.

That's where the amnesty comes in. Once declared and paid penalty on, they cannot ask either the source of the money you used to purchase it or anything else. This happened a few decades ago, with black money declaration. Pay penalty. No questions asked.
Many of my friends declared huge amounts. and to date, no one has been harassed. The logic being, that at least this guy paid something. The department always has, a list of people, fresh evaders, to go to.
If anything, these guys get more respect in their future filings also.
