Sourceforge dot net has many useful freewares. Also, snapfiles dot com freeware section is very good.

The one that I use is called photoscape; Actually it is a shareware but it does not harass you for payment.

IrfanView is an image editor which serves our chart editing purposes (+ a little bit more).

ShareX has an image editor. It has a "upload image" button also. Don't have personal experience with it but should be much better than MS Paint.
