Does it mean that a retail invester who applied 1200 shares will be treated same like the one who applied 80 shares.
Or does the probability of allotment increase for one who put in 1200 shares?

you are right to say that 1200 appl stands better chance over 80 share application , but CHANCE only . earlier I have faced the situation my self , applying two app in different names one for 1 lac and other for 1 lot, got nil in 1 lac appl in lottery but alloted 1 lot in 1 lot application.
minimum alloment has to be minimum lot quantity i.e. 80 shares in this case . if you divide you appl quantity of 1200 with 19.4 , allotment entitelment comes to 61 shares , so instead of rejecting your appl , 80 shares will be alloted by lottery for 1200 share applicants.
1200 shares applicants may stand 9 out of 10 appl , while 1 lot appl may be 1 out of 20 applications , depending on demand in that portion.
