DP close & transfer after bonus record date

I want to close & move from DP services to another DP services as per SEBI rule without any charge.
I gave the above instruction on 23.11.09.
But Due to one DP slip missing they have stopped and asked reason.
I have explained that was with them.
During the period record date of RIL on 27.11.09 over.
My bonus must be cretidted with the existing DP.
In Chennai office closure form once again modified with Ex-bonus and sent it to mumbai office by them.
But Ex-bounus is not yet credited.
Till that period they are not holing my closure form.
Is it correct or not?
As per SEBI rule...
Without Ex-bonus is it possible to move?
After that is it possible to move Ex-bonus?
Please any one help me?
