In India now blame has shifted to state level politics, Even in media you can see articles like Maha+Delhi is 60% of total cases, "10 states = 85% cases in India", "gujarat has highest proportion of deaths to corona cases"
These make state or even district authorities worry and they think if they report less cases they could avoid limelight. That's why reduced number of testing in Mumbai. Take example of delhi, private hospitals are charging lakhs from corona patients and saying that bed are not available. media instead of scrutinizing pvt hospitals, blames state govt. which in turn blames central and corona became political hot potato..

There is an article in IE today about a trend of lowering the number of tests in Mumbai over the past days. There was a similar debate on India Today wrt Delhi deliberately undertesting. Jab big cities ka yeh haal hai, with all the media glare on them, then God only knows what is happening in hinterlands of BIMARU-O states, with a fraction of testing being done there...

So you have more chance of dying, if you have corona, in Ahmadabad & Kolkatta then Mumbai.

Case Fatality Rate is one we should be worried now. Is it increasing? if Mumbai/Delhi is doing just 4000 tests but 100s are dying every day, soon CFR would rise !!

 
no one else, but the people themselves are to be blamed for this condition (increase in covid patients)
when you cant remain inside your house, want to roam outside, want to do every other thing that one one used to do at normal time, mocking at/making fun of lockdown.
yeh to hona hi tha/hai, and look at future, a worse condition is there for future.

and dont worry,
the decision of states to open restaurants, malls and religious places from today, will add more woes to common people

Some colleagues mentioned, since last couple of months, we have been tied up sitting at home. Will go along with family for temple visits/darshan on 9th Onwards ... :D:D
I was unable to convince them of the risk, but it seems that's how Indians are.
