conventional LCD tv Computer moniter cum TV

Which is the good option for small LCD tv (in study room)
When i had checked different options on net I found that all small LCD's of diff companies ie sansui,LG,phillips,Videocon etc range from 13000 to 21000 for
19" to 22" screen
Whereas other option could be using computer moniter cum TV like AOC,Benq which 22" screen comes around 12000 to 13000 only, really cheap.
So is this viable feature to use such moniters as LCD TV
As I am technically zero will some techo guys point out the best option

Try using a tv tuner card with av option plugged into your computer and a computer monitor lcd which will save u a lot of money
