Default Enable PMs ON by default to all of them.

Mods please enable PMs "ON" by default to all of them .
If the user wants ,he can have an option to disable it .

Actually,if some one who tries to send pm with his own pm disabled ...a pop up should warn sender ..that his pm is not enabled and he will not receive any pm replies...unless he enable it

traderji can u activate pm by default there are members we would like to contact as the rules do not permit to give out email id, if the members chooses not to reply they can always turn off pm or use ignore
