By manipulations, yes. But by valuations, a big and clear NO. Read up on an excellent message about RPL financials in Fundamentals Section!
RPL book value should be around Rs.40-50, no revenues till 2011. Even if they produce 2000 MW, 100% and sell it without zero distribution loss, their turnover will be 5250 cr per annum with a market cap of around 100,000 cr (1 lakh cr!). At best, they may churn out Rs.10 as EPS. Even these rev projections are impossible to achieve. They cant expand without further money! Current money from IPO is just sufficient for 2000 MW! Nothing is ok with the financials of the company for investor, except the name. Its a matter of time, by which it should start drifting SOUTH!

Don't worry, you get returns but not you expected, i hope this not a time to sell, as you aware market just started its momentum...to pick up
i suggest you to hold it for another couple of months and then do as you wish...
cheers....
