Is options price a indication of market movement?

hi friends,

Have trouble in understanding the fair value of options. Hope someone can answer this. Last few days I am observing that put options are available at discount and call options are expensive. Is it a clear indication that market is going to have a bull run soon?

Maybe there are a lot more factors but do they boil down to the option pricing?
