"Pledge concentration for the stock"

While trying to use "Shares as margin" option in F&O, I attempted to pledge my 25 BHEL shares, but the system is throwing a message called:


BHEL
Status : Fail
Remark : Pledge concentration for this stock has been exceeded.

What could be the reason for this?
