How to know call writing from the Data?

You might have seen on the TV people sayig that call wrting or put writing is happening at a particular level.

But how to know that at a particular level call writing is happening. Because an option is bought and sold simultaneously at a particular level. so how to know that call writing is happening and not a call buying at a level by looking at the data?
