Can someone please suggest me some mutual fund which would give regular returns and growth of capital by investing in a diversified portfolio of Central, State Government securities and other fixed income/ debt securities with minimum volatilty?

You can go for Short Term Gilt Fund which invests in government security. The volatility for short term fund would be limited but can't be zero.
