From my understanding, it is a financial instrument similar to ADR/IDR. Safe keeping receipts/safe custody receipts are generally issued by the banks against the custody of such assets. In this case, ownership (title) of the asset remain with owner, but possession is with the banker. such receipts can be moentised, giving them the scope in trading.

I know this is incomplete, if you i get anything more, i will update you again

Its kind of guarantee. Say you have a fixed deposit of 1 lakh but you need money now. You approach your bank .. who issue a guarantee which you can use.

Or in more general term... say you are two brothers and your brother wants some money from you. But you don't trust your brother and can't risk you money. But you agreed that if your father give a guarantee to pay you if your brother default.

so that guarantee in black and white called SKR.
