Pblm getting NOC

i holding some MF (tax saving) fund purchased throgh onlinebroker.Now i plan to diect invest in MF online throgh website.The pblm actuall my broker not ready to give NOC.Whom i contact in this case?AMc sked send NOC they will transfer .Please help?
