Rules governing foreign citizens of indian origin

A foreign citizen of indian origin who lives in USA wants to establish a hotel abroad. He has landed property in India.He wants additional funds to open the hotel. So can he obtain a loan in India from the bank against hypothecation of his landed property situated in India?
secondly Can he retpatriate this loan amount in US $ to USA?
