As far as Institutional investors are concerned, India has pro-rata allotment vs discretionary allotment in US or in most other markets (which means even if you apply in the IPO there is a likelyhood that you do not get any shares).
With respect to retail investor, some markets like Hong Kong allows QIB portion to be reduced (think termed as claw back) if the retail demand is very high.
