Will IPO's list at great premiums even then?

There was something called CCI (Controller of Capital Issues), and, they had a formula for the price at which the shares can be issued (CCI pricing formula, as it was known then). What we do here is post-mortem after everything is over, and, the normal investor will not invest in anything, even if it is dirt cheap, and, there is no control required. After all he has learnt it the hard way!
