I am UK citizen, british pasport holder, have NRI account in India, would like advice how to go about in applying NRI pan card from UK by Online

you might find useful to visit Department of Income Tax of India's site.
The PAN card issue has been outsourced to UTI's subsidiary.

I am not sure how will they accept identity proof /address proof for NRI.
