Corruption, Corruption and Corruption is the only reason for poorly regulated market. Remember the India, as Nation, is a corrupted nation. As such one has no reason to complain. Even if one does, nothing happens.

In a country where even stamp paper venders, out side the court buildings sell stamp paper in black (Rs.50/- denomination will sell for Rs.60/- of more.) So called judicial professional people like attorneys and advocates who are suppose to safeguard the citizen from unlawful activities, will indulge in buying these stamp papers in black themselves.

To me it seems it is a discussion topic among all the thieves, it will take us nowhere.
