As long as he gives free advice (If by commercial website you mean Ad based), I dont think any permission is required. But if he intends to charge the users of the website then I think he would be required to register with Service tax authorities.I dont Know about SEBI regulations though.

Permission with SEBI is not required. SEBI is not a licencing authority but a watchdog to ensure fair trading practices. However, various other permissions and licences will be required as is normal with any business venture in India.

Yogesh,

Depending of the structure of the business, there are various permissions and licences required. Service tax and corporate income tax registrations (PAN, TIN, and TDS numbers) are the main ones depending on what is the product/service being offered. As yours will not be a manufacturing unit, you don't need an excise licence or sales tax registration.

If you open a bricks & mortar office, you will need a 'Shops & Establishments' licence. If you have more than 5 (or 8?) employees, you need to register for ESIC & PF. These are just a few of the imporatant ones.

Other than that it really depends on the business. Since you will have only a web presence, these may be sufficient.

However, you must consult a good CA and get the right advice.

Cheers
Kuldeep:)
