GMR share split has been announced.. from Rs.2/- to Re.1/- face value. Can some tell about the cut-off date

What is mean by cut off date? Is it the date when GMR Infra will split?

You are right !!
The date when the company's account books will reflect that transaction and the stock exchange will show the reduced price of the scrip. Accordingly our holding in the demat account will double.

Does stock split has any effect on the stock price (i know it gets half, other than that?)

Stock split over the short-term might reduce the price (become less than the split value) if market is not very euphoric - as the number of floating shares double, supply of shares increase and so the demand should match to absorb this supply, for prices to go up.

But over the long run, prices tend to go up as the price is more affordable now and more investors can afford to buy the share (in larger quantities).

Its just a general trend, exceptions can be there.

googled for the record date , didn't find any for 2009, 8th of October is for the year 2007.

Are u sure , it's 8th Oct 2009 ?
