Default Short delivery

Need help regarding short delivery from my broker.

I bought 25 shares of L&T in cash on 10 April for 2654.00. My broker delivered me only 11 shares on T+2 and said 14 were short in delivery. Yesterday i got my remaining 14 shares.

I want someone to explain my related questions if anyone is sure about it.

1. Because they delivered it late do they pay me the penalty amount they would have received from the defaulter?
2. If the prices fell down to 2000, Am i entitled to get the loss?

I have a feeling my broker (sharekhan) is playing something behind the screen to get some money from these short deliveries.

Appreciate your answers

no one is going to pay for short delivary ....where as for going short the seller is made to pay hefty by buying shares in acution

i am not sure why this system is like this ...more experienced in this field should guide us in this regards...
