Indraprastha gas--- Value Buy at these levels???

IGL saw a lot of fii investment in december with CALPERS (california public employee pension plan) picking up 10 lakh plus shares and genesis fund picking up 16.2 lakh shares at an average price of 119. One can verify at the NSE site...

The stock is trading in the 95-96 range well below its 52 week high as well as below all the simple moving averages:

Its current p/e is 10.5. I feel one with a relatively medium term perspective should accumulate at these levels and on any subsequent dips...

If you proceed to the bottom of the page you can actually check the number of mutual funds holding the scrip as well as check the bulk deals info.
