Agree with rkThomas. Emperical research has shown that more than 60% of the impact on the market and stock prices is because of the macroeconomy and industry. Budgets do impact the industry characteristics. But no major impact can be expected out of it. Having said that, budget analysis is important and should be considered in investment decisions.
