Huge gap between futures and cash price

Hi,

Core projects futures is trading at 306 and Cash is at 337, a whopping 30 bucks difference. Any reason for this huge difference even with a good carrying cost looks like a huge arb opportunity.

Am I missing something Can fellow traders explain why this strange phenomenon
