delay i n brokers terminal

i m new to trading . a person from share khan says that brokers terminal are delayed by atleast 3 to 4 miniutes.frm nse real time i want to know what does it mean. this delay is for all brokers or not. how it affects trading .
seniors please reply.cant we buy any equity in real time
