Neural Network & Genetic Algorithm based Analysis

Hi,
I came across "Neural Network & Genetic Algorithm based Analysis" on the net and was quite intruiged by it.
If anybody uses this kind of analysis, could you please comment how these systems work and are they reliable...
Are there any good softwares(or MS expert/explorer) you would recommend utilising this system... and if so, could I get it for free anywhere on the net to try it out...
