How to decide the target price?

dear all,

I'm a newbie in TA and facing a very basic problem so need ur help and guidance.

I want to ask that if i select a stock after technical analysis how to decide a target price to exit the position Profitably.

for example the people who give the stock tips ,gives with a stoploss and target. So how they decide that.

I dont want to work on Tips ,I just want to learn the procedure of deciding stoploss and target price.
