You need to have Adobe acrobat professional. Just use Google and im sure you can find a few converters.

Basically it is done using what is called a "PDF printer". You open the JPG file, press Ctrl+P and choose the pdf printer. I use Cutepdf writer for this purpose. It is available for free download from cutepdf.com
