PLEASE HELP. Brokerage for penny stocks (less than Re. 1)

Yesterday i bought 18000 shares of birla cotsyn for delivery.But today when i saw my bill statement its showing brokerage of 540 (excluding stt,other taxes etc.) which is almost 3& 1/2 times more than normal brokerage charges.I want to know are brokerage charges for penny stocks special or its just my broker who is thugging me?
This time again if my broker is wrong ,then i'll surely change this holy crap.The day i started the trading (1 month ago) ,i'm facing problems every saturday in one way or another due to my holy crap broker. Now i can't bear it.
Also my broadband provider i.e. BSNL trying to hurt me.Those idiots sent me bill of 3500 which should be around 600.
It seems that every department of india is trying its best efforts to get me out of trading.Also the bill arrived after 5 days of last date for paying.However BSNL exchange is barely 300 metres from my home
My broker's name is suresh rathi pra ltd. Now don't say that we've not even heard of this broker.I know i know ,no one except me in this world have heard of this name.
I've decided that i'll switch to RK global .Is it good as i want to trade only in penny stocks.

Puttar rota kyun hai......some broker charge minimum brokerage...like IIFL charges min. 5 paisa per share.., ur broker seems to charge min. 3 paisa brokerage....thats why 540 Rs.brokg.......find a broker which do not charge min. brokerage if you want to deal in these lallu stocks......I am fed up with bsnl too...even after registering 2 months before on their selfcare website..they are not sending me password to check my usage....changing to 750 UL from next month.....
