Best online broker on phone ?

hi all

im a complete noob in phone trading..i will do only occasional buy / sell of shares (swing trader) . i have icici bank account..but all online trading sites r banned in my office ..so can u please suggest which is the best brokerage house for phone trading . I want

* minimum order placing time
* should have local phone no (delhi circle)
* lowest brokerage charges
* no cheating (like i heard some broker houses automatically sell off ur shares etc)
