Default Default in delivery- broker fraud or real?

I bought 75 shares of NIITLTD though religare on 21.jun 2007. It was not credited upto 30/06/2007. As I understood from a post in these forums, even in case of default be seller it should be credited by 28/06/2007.
1) How the auction mechanism and its calendar works?
2) Is there a possibility to cross verify whether there was a default by a seller in that exchange for that settlement?
